If you scroll down to page 5 there is a section about mis-classifying children. I included my email correspondence with the MOH. I can forward you the original email correspondence if you would prefer. At some point, the MOH changed things and started included children in the count. I can't remember what date they changed it - I may be able to find that in my files - but it wasn't for quite some time. It's incredibly annoying that they redirected that page to avoid us using Wayback.
But Wayback has no archived versions of it (I think the page is a redirect - I'm not sure how to get to the original). I screenshotted everything I could along the way. Let me have a search through my files and see if I can find a screenshot of the old page. Will let you know if/when I find it.
